The official loader pattern for Agent Skills: name and description always, body on activation. This is how you plug hundreds of tools without context bloat.
The open standard would not work at 1.2 million Skills if every agent ingested every body. This advance is the loader. Most managed harnesses already include it; the listing exists so mixed fleets can pin a version and so OpenCode can install it rather than reimplement it badly.
